Do also wear yur kilt wi' boots and yur hose scroonched doon....

For even semi-formal I'd tend to agree. But for day wear, boots with the socks down is fine, and may even be prefferable in the warmer climes. I solve the scrunch problem by wearing low-top socks in the summer usually.
