Certainly a very unique way to fasten the kilt. Larry's kilt hose are of interest as well. It doesn't look like the tops roll over. They remind me of the top of a tower that you might see on a castle. It looks like the garters match the hose and are visable on the outside of the hose.

Those would be "castellated" hose. The only ones I've seen for sale have been prohibitively expensive (for me, anyway).
