Absolutely no problem wearing them in Iowa; i live in the Quad Cities and have had ample opportunity to wear any of the 3 kilts i own - summer, fall, winter and spring. We have lots of activities that are perfect, the Celtic Games, Burns dinner, several events in Cedar Rapids and Des Moines not to mention the St. Patrick's Day parades in various locations. If he has a military background, tell him to join the Scottish American Military Society Post 1846 in Des Moines. I can get you the contact information. We are constantly looking for individuals who want to march as part of a kilted color guard or take part in the formal affairs.
