Welcome from another Virginian. If money is a problem, I'd go with Rocky at USA Kilts and his philibeg model, or if you are close to 6' tall, Stillwater's standards are nice Kilts. I'm just shy of 5'10" and the 23" length Stillwaters fit me fine, I just have to wear them high on my waist.

What kind of price range are you looking for?

i don't have the 600+ i want. I think i can get up to about 400 give or take some (not as much as i would like to work with, but i got to start some where)

Personally, I would recommend you go for the full 8-yard traditional kilt in 16 oz. worsted wool in an appropriate tartan. But, that's just me.
