It is part of the weave, and appears only on the outward facing side of each pleat so that when the pleats hang still, or when the kilt is laid flat, the edges of the 'Saltire' are perfectly aligned. If the design was woven continuously across the fabric, the edges would be zigzagged once it was pleated!
It is very cleverly executed and, I suppose, the sole supplying mill has the rights to it very tightly sewn up! Oh, I just could not resist that one!!
