I doubt that a particular tartan is required, just a sturdy plaid fabric. Also, we have a sporran issue: I can't see a full adult-sized sporran working for a six year-old.
Any sources you care to suggest will be forwarded to this grandmother, who deserves plaudits for her willingness to make a kilt for her grandson.
I have seen poly-viscose in a few tartans for sale at "Walton Market". You might also decide to consider some blue denim as a rough and ready alternative.
There are small childrens sporrans available... but for a rough and tumble six year old, I'd be inclined to leave it at home except for church etc.
A sturdy belt is probably a good idea.
