    Gaiters are probably your best option, I have a pair I used to use downhill skiing. They are just nylon with elastic top and bottom with a full length fo velcro to fasten. While mountian biking I have run into (not literally) trail runners that even make their own gaiters. REI has a few styles http://tinyurl.com/k2cqt

    Puttees-protect the ankle, prevent water getting into boots, and in general ideal.

    If they fail, go to a climbers shop and get snow-gaiters.

    I've worn my grandpa's WWII gaiters in the winter, but the problem is they're not designed to go over hiking boots, so I have to wear them with low shoes.

    No offence meant, but please don't wear your grandfather's leggings! I've seen a lot of relics and historic items destroyed this way.
