I cannot imagine how I missed this thread - I would not have done a year or two ago!!
Liking to keep life as simple as possible in a very complicated world: with any kilt, be it traditional tartan or contemporary alternative worn casually, if I am wearing boots then I roll/scrunch down my hose. We do not seem to get real winter weather here anymore, so this applies all year round. [By the way, nowadays I ALWAYS wear kilt hose, never socks!].
If I am wearing the same kilts (not simultaneously, you understand?!) and I am dressing smart-casual, I'll almost certainly be wearing shoes, and so the hose is worn pulled up. Flashes will be added for a tartan kilt, but probably not otherwise - although plain coloured ones have been worn with plain kilts in the past and may be in the future!
With formally worn kilts, kilt suits, etc. it has to be polished shoes with the hose pulled up.
In recent years I have stopped wearing sandals in public (although they can be acceptable with alternative kilts - but not tartan - in very hot weather or at the beach). My feet have never been attractive, but in the past year or so I have developed a discolouration of the skin on the lower legs and ankles, like two very large freckles, which I prefer to keep from public view!!!
