If we lock down a thread we usually try and Pm the person that started the thread. The same goes for deleted posts. I always add a reason to the post or try and PM the poster.
Sometimes people want to take it up on the forum again, or they go to another forum and take it up there. Whatever works for them I guess, but I don't get it either.
We are all more than happy to exchange a PM to explain the situation, or reasoning. I have been a member of this site since the beginning, and I am happy to give something back.
