For do-it-yourselfer, here is a simple and cheap way to make the elastic part of a MODERN garter (as opposed to the old tied type):
Measure and cut the elastic to fit calf, allowing room to make loops at the ends. (that is normal for all)
For attatchment:
Use the Bikini/bra hook (available 2 a pack for CHEAP by Dritz and at any fabric store- in metal or clear plastic).
Loop the hook onto one side (as a buckle) and make a loop (overlap) on the other end of the elastic.
Hook as hooking a bikini top (for those with girlfriends and wives, just ask, if not done either on or off before).
It make a very cheap garter strap that is one size fits one person (with a little give for small increases and decreases in calf size). It lacks the adjustablility of store/internet ones, but how much adjustablilty does one need for one person?
The end result is easy to make and easy to use. Also, one can make MANY pairs with little cost, so more $$$ for kilts, bonnets, and accessories!
