Mark,
I have been through the process of developing my own tartan for my family. I can give a little advice from experience. I used Matt Newsome for a couple of reasons. First, the design we finally worked out was more professional looking than what I would have produced on my own. I played a little with a basic idea, gave it to Matt and let him run with it. He came back with a selection of ideas. I got together with the family and voted. We made changes and voted some more and made a selection. Second, if you plan to register the tartan with the STA, they will check it against those tartans already registered for individuality. Since Matt is a professional in this area, it minimized the risk of being rejected as being too close to another existing registered tartan. As others have said, special weave is more expensive. Matt spells out on his web site the costs and he is good at answering your questions. He can have the material woven in small amounts (8 yrds) so that costs can be kept down. If you haven't looked at his site you might want to give it a look.

I think the STA had a tartan design function. You might want to google it.
