I make mine out of Wal-Mart slack hangers (package of 3), and 10' of clear 7/16" X 2" "stain ready" (surfaced all 4 sides) fir trim from Home Depot.

Using a wood chisel, split the wooden slats and remove the metal.
Cut the fir to 18" lengths in a miter box, and pass the end grain over the sander.
Mark the center of the slats, drill two holes each, and 5-minute epoxy the metal into place (mine had to be tapped in gently with a screwdriver handle).

Very inexpensive, very easy to construct (takes about 30 minutes to make 3), and provides enough length and surface area to support my kilts stem to stern, considerably better than a commercially available kilt hanger I have (which cost more than all three of mine), and much better than those alligator-clip skirt hangers.
