It's great everyone has an opinion and is of help to some degree or other. But, I've always told clients "this is on you." Of course there are going to be cases where it just "won't work" with the anatomy. But, in your case, both would work swell and are not uncommon places for something like that.
As far as it being "flashy." That's pretty subjective. But, I will say I have seen (and tattooed) plenty 'o crossed flag tattoos. The fact your family crest is the focus + the quote make it a bit more unique.
But, like I said, at the end of the day you and you alone will have to love it or loath it. Good luck in your persuit.
Oh, and dirkskene is a a wise man. DO NOT negotiate, and make sure you tip. "Tattoos hurt; TIPS DON'T!" And as far as the art work: letting the artist draw it will ensure a much better product in the end.
