I'm a newbie from SC -- don't own a kilt myself, but I do have a highland dress that I have been known to wear on fiddling excursions. Yes, that is my main aim here... to find fellow fiddlers/other celtic musicians to talk shop with -- and maybe even have a jam session or two if there are any in the area!

I don't play myself, but when I was in the Washington DC/Richmond, VA area for a while, I spent a lot of pleasureable time at the fiddle tents listening to the contests and the jam sessions.
Elke Baker was at several and is very good. Won many competitions, I believe.
