The emblem appears to be a US Army officers cap device. As it appears to be brass and not anodized, I suspect it's WW II/Korea vintage.
Wouldn't surprise me if it's a one-off customization; someone replaced the original thistle with the Army eagle. Pity the seller couldn't provide a provenance.
