Alright, I'm going to lay it down. I have hitchhiked in great kilt (not wool, mind you, medium weight pv!), leather jacket, and combat boots with tube socks in a blizzard. No, I don't remember the temperature, it was a few years ago, but it was a wet snow, and I'll tell you right now it was bloody cold. It took me no less than 4 hours to get a ride, and by the time I got home I had to shave my beard off because it had broken off fairly close to my face in three places. The warmest part of me in the whole shooting match was waist to knees. Moral of the story- don't miss your ride when it's cold and snowy and you live 12 miles out of town.
