In Scotland they are not unusual but only a few wear them for other than special occasions. As far as Ireland goes when I am there I have never seen anyone else in a kilt. My friends there tell me they know of a few people who have used them for weddings but that is it. Their opinion is that the Irish kilt thing is more an Irish American thing or for the Irish in the UK. Not stating fact just what they have told me.
My kilt has always been well received in Ireland, however interestingly occasionally in NY when I am wearing a kilt people will ask if I am Irish, however in Ireland no one ever thought I was an Irishman in a kilt. My accent aside, if I got a comment from someone before they heard me it almost always referred to me as a Scotsman. Maybe if I was wearing a saffron kilt but I'm not sure.
