Well I didn't see the gentleman you are talking about but I have seen it done and it is always bad. The main reason is trousers are cut much lower than trews ; this means that the PC or other kilt jacket will be too short and the shirt will show between the top of the trousers and the bottom of the waistcoat, if not when standing still then definitely when someone is moving around or sitting. Second, trews (like a kilt jacket) are more of a form fitting military style garment where trousers are a less formal cut so they tend to look unmatched.
As I said I didn't see the man your talking about and maybe he wears his pants higher than most or maybe that is the cut of BB trousers so he got by, but in general the pairing of kilt jacket and trousers tends to look look about as goos as a kilt and a tux jacket and would be considered as big a fashion mistake.
