The Saltire Kilt is a good example of the artistry of a custom kiltmaker.
In the pics here I count between 22 and 26 pleats. They appear to be about 1" reveal. But you will notice the white pattern seems to be only 3/4" wide. That gives in excess of .25" to play with the pleat width.
26 X .25" = 6.5" That's a good amount of play with the hip measurement. Then you can always add of subtract a couple of pleats by using the fabric on either side of the white pattern.
Now, I've never had a piece of the Tartan in my hand so I'm guessing, but I see no reason why a fully custom kilt of almost any size could not be made from this Tartan.
