I can't recall now what Arthur's royal connection was but he was very proud of the fact that he was allowed to wear the Balmoral. At the time of the photograph he was leader of the local council and chairman of Scottish Borders Tourist Board and he often wore this kilt to high profile events. My informal photo of him was taken during a resting moment when we were selling "Scottish Passports" on the border. The "Passports" gave discounted admission to leisure facilities and the proceeds went to Border Television's Telethon charity fundraiser.
