Well the pic above has a NSN in it. Or did I not read everything close enough?

That photo, if I recall correctly, was from the eBay listing. The kilt I received has no label at all on it.

The point I was making is that an issue kilt will have a NSN & a size on it. Perhaps this doesn't have the size on it because its a sample

I think you've got it. It was a sample (one of 60 or so?) submitted in competition for a contract. They probably never received sizing labels.
