We have a couple celtic themed pubs out here... we made kilts for 1 pub's entire staff (Braveheart's pub in Hellertown PA) and will HOPEFULLY be making more kilts for Molly MacGuires pub (1 block from our shop) when they open in a couple months. I honestly think it's a GREAT idea and a great way to "set yourself apart" from other pubs. The main barrier to entry for most pubs is the cost of kilts and the turnover in staff.

Four Sons Brewpub in Titusville, PA had a fully kilted staff when I visited a few years ago. Great food and great beer but I understand they closed up the end of last year hopefully to re-open with new owners.
