At our wedding, only myself, the best man and the piper wore kilts in the service. My two ushers wore "mufti" -- one had just returned from active duty with the Navy, so he wore his dress blues, and the other is a long-time friend of mine from Civil War reenacting who has Psoriasis. While he's very interested in all things Scottish, I would never dream of asking him to wear a garment that might cause attention on his condition -- something to consider before saying everyone should be in a kilt.
And I don't think our wedding photos look "odd" because not everyone was in Highland attire. As someone else said, it's your wedding.
