with the wrap style flashes does there need to be any stretch? I understood these hold the hose in place because of the friction of the flashes wrapped upon. This creates a ring that will not expand. Tied above calf where the leg gets smaller this creates a small ring of flashes that can't expand over the larger calf.
Conceivably you could use a piece of steel cable as flashes. You would need the right friction and flexibility.
If for style/looks you wanted a set of these flashes on the bias. if you have enough material to cut four "squares" of tartan. Fold these in to a "tube" and sew together. These pieces should be long enough to hang down below the folded hose tops and go at least half-way up under the folded hose top. The connecting strap can be just about any material as long as it is ruff enough to create friction.
