Higgins...
My experiences over the years with Higgins has fluctuated. Back in the mid 90's, I ordered a kilt from Higgins and was pleased with the quality. I ordered my second kilt from them in 2000, and that kilt was not up to par with the first one. One of my best friends had a similar experience with the two kilts he ordered from them at about the same time.
My first PC was from them; no real complaints to speak of there. Most of the accessories I have bought from them over the years have been all right, save their acrylic tartan hose. Even after following "care & feeding instructions" they began to fray. The Tartan Thistle in Washington State has 100% wool tartan/diced hose which are much better, INMHO.
The fellow that used to handle the phone orders (John? Jim?) was great to work with and very friendly. This new fellow they have leaves something to be desired.
Higgins seems to have carve a niche for itself with pipe bands. In general, I recommend them to folks just starting out, but I must say that I replaced most of my kit from them several years ago.
For the reenacting types, Higgins could be considered to be the C & D Jarnagin of the Scottish community; some of their product is good, but others leave something to be desired.
