As to hose that matches shirts, this too evokes period costume, the mid-1960's, when matching shirts and sock were the height of fashion among teenage boys. I can't see it without "Louie, Louie" and shag music coming to mind.

One guideline I have heard is to match the hose with the dominant color worn on the torso, either the shirt or the jacket. I would also try to match that with a minor color in the tartan, to tie everything together.

Of course, you will be the one wearing the outfit, so it has to be pleasing to you (and any significant other).
