I'm afraid I am joining those who think it is a costume. Also if you really look at it it doesn't have the same function. There are no buttons on the front (only a clasp at the neck). I think you will also find that it doesn't have arm holes. Certainly you might be able to add buttons and cut arm holes, but if you cut arm holes I think you will find that the outer cape is not long enough to protect your arms from the elements.
You're better off with a piper's rain cape.
