Almost every year there is a story about a young man being banned from prom over a kilt. The young men go whole hog with the full formal outfit and claim to be honoring their heritage (I'm sure a few are thumbing their noses at authority), and are respectful of the traditions.
Many workplaces do not allow kilts, but that seems (in my experience) to be a case of official dress codes.
Most resistance I have encountered is from individual attititudes, not official anti-kilt policy.
