It's a matter of personal preference but two straps will still keep your kilt up which is the main thing 
I like to have three when I have a choice in the matter.

The only kilts that actually _need_ a third strap are dancers' kilts. Highland dancers do not wear kilt pins, and the second apron-edge strap helps keep the kilt edge from flapping around.
I, too, try to talk people out of a third strap for all the reasons stated above.

Three is also my personal preference, but I do beleive that two would suffice nicely if that is how your kilt was made. I don't think that there is anything incorrect in the form of either number.

I usually have my kilts altered to remove the third strap, if it has one. I just don't see any use in the third strap.

I know I'm late getting in on this, but I personally don't even bother buckling the third strap unless it's really windy. It seems to help keep the front down in high winds. Otherwise, I find it useless and even a little uncomfortable.

I dislike the third strap and usually ask that it be left off when negotiating with a kiltmaker.
