Here's my 2 cents worth. The ONLY time that I wear anything under my kilt is when I'm playing paintball in it. And then that's because little, high speed projectiles can hurt when you get hit in the "regiment". Other than that, even when I'm owling or out for a nighton the town, I give in to the comfort and freedom of the regimental style. And as far as wind goes, I live in Kansas. And I have yet to have a blow up/open.

Just seemed natural to go regimental from the get go. But since I've only been wearing kilts now for about 4 months, I could see there may be situations where one may want to cover up a bit.
And for the possibility of chafing I use Bodyglide or an equivalent. You can generally pick it up at any store that sells gear for runners.

I don't know what it's like for most of the men here, but I travel almost always on public trransportaion. I have found that when I am taking a seat on a subway or bus, I never have room to adjust my kilt properly. I have decided that the chance of a bare rump on a seat which has been occupied by several dozen people in the previous hours is best avoided by wearing briefs.

I rarely go regimental (though my wife likes it at home ). I never, ever go regimental when I know for a fact that children will be present. Anything could happen and said parents could raise a big stink over it...and win.

It depends on the occasion and the quality of the kilt I'm wearing. If I'm wearing a Stillwater I may go regimental and wash it frequently. If a more expensive wool I wear boxers to compliment the kilt colors. Wearing something around children is always a good idea.
