Generally speaking this is true, although it doesn't scale arithmetically.
If you're worried about have pleats that are too shallow, just double the sett (i.e., put two repeat into each pleat rather than just one), and you'll have pleats that are a more normal depth. If the sett is 3-4", this works fine. If it's 5-6", you're probably better off using only one repeat per pleat.
