This gentleman in question appears to be portraying a Jock from the Black Watch during the Second South African/Boer War period (1899-1902) -- notice his apron has no "back" to it, which caused the exposed tartan material to be a target for Boer snipers -- during WWI, a "back" was added to the apron that covered the pleats.
