It looks like you got it right. The waist band is usually shorter. The steeking is usually closer to the cut area of the pleats.

Where is the hole for the belt?

You can barely see it in the upper right, the short white line (part of the sett) within the liner area. It's hard to see because the sett and liner are dark.
