Steve can definitely get you what you want.
The thing is if a tartan is registered, and isn't restricted or has a copyright that states only specific individuals can reproduce the tartan then there would definitely be mills out there that can weave it for you. Like McMurdo said though we have many Kilt Merchants on this site that should be able to get you want you want.
I'd visit the above sites that McMurdo listed and find which style you prefer the most and contact that maker via email and let them know that you're interested.
That is a really nice looking tartan by the way. If you have it made you'll definitely have to post some pictures of it.
