When I was a Deputy in Los Angeles I once arrested a guy in a kilt. I did the customary "up against the wall" but kept my hands outside the kilt. When we got the perp back to West Hollywood (you guess the charge), he was strip searched and issued a boiler suit before being place on the bus to county jail. The kilt was booked as evidence, and the guy plead out before it ever went to court, so I guess he got the kilt back after he did his 30 at Biscaluz. I don't think any LEO would hesitate a heart beat before patting down a kilted suspect.
