Yeah the outfit looks great and you wear it well. The 'sporran' looks good too, and very functional! As for the flashes wear them where you feel most comfortable with them. The idea of wearing them slightly forward is so that they can be seen 'head on' so to speak. If you watch the Pipe Majors competition at a Highland Games the judge stands directly in front of the competitor and this is the view you have to impress (this rule applies to the military as well). As you can see from your photograph the flashes worn on the side can't really be seen (although I think they can look odd viewed from the side when worn forward) so it's up to the individual where he wears them (as long as he's not in a Pipe Majors competition or 'on parade' )
