Do a search in the DIY forum to find other threads about hemming a kilt.
Also, you may be able to find a local seamstress to do the job for a reasonable price.

Thats because you havent seen me My waistline is level with my navel at the front but a little higher at the back (not hugely different - maybe 10 - 15 degrees). I started off thinking to go for a high waisted kilt and rest it on the fattest part about 3 inches above my navel - but then I thought, wont it slide down to the "natura"l waist line and so look a mess and continually need hitching up? On the other hand if I make it, or have it made to sit on my (angled) waist line will it look weird that the front will be a bit lower than the back? - or is that something I just have to accept or opt for tartan trousers?

I'll trade my 32 trouser size for your beard.
You ROCK kilts. I write to you from St Andrews. With your beard and magnificent tartan, you BELONG in this Scotland.
As for the kilt, you could ask that your next kilt is cut shorter and wear at the waist OR you could try wearing it higher.
