I just wear something under the kilt when it's like that I've been fine. Some have suggested bike shorts, and of course Ron has a heater.

If you search for "cold weather" or "winter" and "posts by: Riverkilt" something could up - it's the answer Ron coined for "Aren't you cold?"
I must be one of the odd men out - I can see the sense in wearing something under the kilt in these temperatures, but so far my kilts have been warm enough by themselves (TMI, yes?). The couple of times I've added another layer I was too warm.
