Layering is the thing - shorts, kilt liner over long tunic, wool kilt, jersey or jacket, Gortex lined cape, cloak or coat, scarf, hat, gloves - plus thick hose with good boots.
A Gortex kilt liner is a good idea for times when the kilt is uncovered.
I make my scarves double thickness with the middle section left open, so they can be pulled up as a hood if the weather gets really bad. Keeping the cold air off head and neck is essential.
