A kilt for flipper?

This seems to point to someone with a abnormally long torso and short femora. Michael Phelps is 190cm and his torso is quite long (more like 4" longer rather than 8" as here) and he has short femora for his short legs but I'd still think he'd need a longer kilt (a length en-par perhaps with 180 cm height but still no less than a good inch to inch and a half longer)! I think, despite the answer from the dealer that it probably was shortened. The chances of an altered kilt seem greater than the chances of a BW solder having such body dimensions.
