On a CASUAL, non-tartan kilt, solid color or cammo --- absolutely why not!
But I'd use D-rings or something similar and not the buckle that's shows in the picture that you used. The buckle would be too bulky and I wouldn't like the look of it on the sides, except up front on top and center in a typical belt.
People have used fabric from kilt material and fashioned them into straps.
