No, the pleat with the pocket is also sewn down too. The top of the pocket opening starts at the bottom of the sewn pleat. I place the pockets towards the front of the kilt. One pocket is in the double pleat on the right and the other is in the first pleat on the left after the outer apron. And since the pockets extend toward the middle of the legs, the contents tend not to bulge when you are standing. Your hands do however show a little when you have your hands in the pockets.
