It was always my understanding that the loops were a fairly modern aberation intended to keep the sporran straps in place.
Personally, I never use the loops, and the next time I have a kilt made (which will be very soon since I still have about 10 yards of some very nice wool I bought last winter), I think I'll have them ommitted. Thanks to JockScot again for that idea.
