I think parochial schools, in particular, those with Catholic and Presbyterian ties, are likely to be more willing to allow a kid to wear a kilt without overthinking it. Is he crossdressing? Is he making fun of crossdressers or gay men?
Public school administrators are so paranoid -- and not without reason -- of an overlitigious society that the kids may have tanked the idea.

And Episcopalian/Anglican...in fact, I would daresay there are more kilt-wearers in the Episcopal Church than any other denomination.

I do not think proms are as important anymore. I have a nepphew where his prom had no money this year due to school budget cuts so noone went.

I'm a little out of touch, but my parents said the same thing, Dan. The local high schools in their area didn't have the budget for a well done prom this year and almost no one went.
Edit: The same schools were forced to close down their shop and art classes this year as well.

Us heathens are making a come back. And a whole lot of us are kilted. 
As to the prom thing... I've noticed a drop in the number of kids going out dressed like they're going to prom. It used to be that not a weekend went by this time of year where I didn't see boys wearing il fitting formalwear and girls with so much crap in their hair that they were fire dangers in blue dresses. I have been wondering what's been going on... I know a couple proms got cancelled due to inclement weather, so I thought that might be the case. But budget cuts make a lot of sense. Who needs superfluos things like art and culture when the football team needs new pads? We have to keep our priorities...

Aye. There are at two of us at our church that I know about. And this is just the 8 AM service which typically only has 20 or 30 people there.

Yeah, I can relate to being surrounded by a lack of energy and creativity in Grade 12. My high school's prom (or Formal as we called it) was usually a pretty sad affair in every way you can imagine! I went once and was bored stiff within the hour!

Aye! Episcopalians stand up and be kilted!
And speaking of parochial schools, I don't know how many there are in the Presbyterian Church, but there are a fair number in the Episcopal Church. The parish where I work part-time has 500 students in pre-K through 8th grade. The uniform for the girls is Dress Gordon tartan. They also see this guy kilted on a regular basis -- it's my effort at cultural diversity education! I had a mother come up to me and say how glad she was to see me kilted. Her sixth grade son has a kilt that he wears on special occasions. She appreciates the example that I set for him.
I know -- we've gone off topic! But, it is to say that this Episcopal School is kilt friendly.
