It is "anyones" privilege to wear what ever they want, when ever they want, so long as it is fine at their place of employment and breaks no laws. But you can't dress up a cat and call it a person, no more than you would call shorts "mini pants". It's a kilt or it's not, sorry but thats the way it is. There is no such beast as a mini kilt.
