The first one looks remarkably like a Sheriffmuir jacket. I think it would look great with the kilt, the main issue being what to wear with it.
The Sheriffmuir can be worn with a bow tie, but you may also need a waistcoat or you will be exposing a large expanse of shirt. The waistcoat could be black to match the jacket or tartan.

The Sheriffmuir is traditionally worn with a lace jabot but I'm not sure how that would work with the military look.

The second one could also work well. You wouldn't need to worry about what to wear at the neck or a waistcoat for that matter. My personal view is that it may be a bit too similar to a pipe band uniform but that's just my opinion. Whatever works for you.
