So just where does one find these Pakistani Utilikilt knockoffs I keep hearing about? I believe I know who the vendor is that you're referring to... the keeper of got-kilt.com and proprietor of the Scottish Teabag Society eBay store (which, it seems has been unceremoniously shut down... that or he pulled all his listings for some reason...
I saw him at the Ohio Scottish Games. It's entirely possible the tartan kilts he had were Pakistani made, but I didn't really look at them and didn't really care.
I think what you saw wasn't necessarily knock off UKs, but just another make of casual kilt. Before the e-bay store went dead, I know he frequently listed at least one other brand of MUG, but can't recall what it was. I know it wasn't something I would call a UK knockoff... no more at least than one would call and Alpha Kilt a UK knock off.
As for the Tartan kilts he had... don't confuse the fact that he had a UK banner with a claim that those were UKs. It's not like you'd accuse Sears of selling cheap chinese knockoffs of Levi's jeans (with a Sears label in them) just because you saw a Levi's banner and jeans other than those in the store...
I'd love to find a utility kilt that comes in less expensive than a UK and still looks reasonably good. I want something for camping and around the house that sits at the jeans waist. Other than the abomination that is the practikilt, which is actually becoming pretty tempting to try out at <$50 US now, I have yet to find anything acceptable that's really cheaper. Alphas are nice, but not substantially less expensive if less expensive at all. I really don't care for the Amerikilts now that I've seen several in person... others sold by advertisers here are nice as well, but still in the same range as the UKs.

If Sears had that banner inside their store, they would still be Sears. If Sears didn't have a sign that said "Sears" and their only sign was a banner saying Levi's I sure would think it was a Levi store, and not expect to see Dockers or Lee jeans.
Part of my issue there was the only sign they had was the large Utilikilt banner. If the person hadn't really been doggy with my questions, I might even have tried the Pakistani modern kilt.
