Something just a wee bit lighter and readily available...............a square of plastic cut from a milk jug. I've used one of these to hold a clan badge on a knitted tam and it works great.

Problem solved! I found tie tack pins (and some frighteningly strong jewelry and craft adhesive) at Hobby Lobby. Each cabochon gets one at the top, one at the bottom. I'll try them out tomorrow, as soon as I'm confident the adhesive is set.
And just in case the the kilt is still a little too floppy, I'm filing away Big Mikey's excellent milk jug idea.
Edit: And don't ask how I know the adhesive is frighteningly strong, okay? Nunyabidness.
