The ribbons are sewn together a bit. Should they be separated and then tied?

If that's how you want them.

If you're going to tie them, it's much easier if you rip out the seam. If you're not going to tie them, they flutter better with the seam ripped out. If you're going to cut them off, it doesn't matter if you rip out the seam or not.
