First of all, you did a great job for your first time out. I really like that fabric. I believe I've seen that pattern in some middle-eastern military gear, but i can't remember the country of origin. Can you provide any details or share where you got the material???
I also like that velcro patch trick. Looks very familiar.

As for your fit, I don't think it is the apron at fault. From your photo of the kilt laid out flat, it appears that it is not tapered from hip to waist. If it fits in the waist, then it will be too tight across your hips because you are lager around in that region. From your photos it appears that this is the problem. Next time base the kilt on your hip measurement and then taper the pleated section to the waist. The X-kilt manual explains the why and how of this procedure, and you can easily apply it to your own kilt-making.
